Alan Garrett, CPA, CGMA, President and Chief Executive Officer

Alan Garrett, CPA, CGMA, President and Chief Executive Officer

Alan joins Carson Tahoe with over 28 years of healthcare experience. He studied business at California State University, Fullerton and proceeded to work at Ernst and Young, an international accounting and consulting firm, serving healthcare, technology, and start-up clients. For the past eight years, Alan has served as Chief Executive Officer of St. Mary Medical Center and Regional Vice President of St. Joseph Hoag Health in California. Along with his focus on providing quality care to the community, fostering innovation, and financial stability, Alan values a teamwork culture that, in previous positions, has resulted in numerous patient satisfaction, quality, and industry awards. Perhaps his most important role is that of husband and father. In his free time, he enjoys photographing the outdoors, exploring wild places, and creating memories. With a proven track record, a creative soul, and a deep desire to make a difference in people’s lives, Mr. Garrett is uniquely qualified to shape the future of healthcare in the communities he serves.

Michelle Joy – Vice President, Chief Operating Officer

Michelle Joy – Vice President, Chief Operating Officer

Michelle has over 20 years of healthcare experience. She joined the Carson Tahoe team in January 2015. Michelle began her healthcare career with the Iowa Health System (now Unity Point) in Des Moines, Iowa. In 2000, she assumed the Director of Planning and Marketing position at Banner Lassen Medical Center in Susanville, California, later serving as Associate Administrator and then Chief Executive Officer. Michelle continued her career with Banner Health serving as Chief Executive Officer in Sterling, Colorado; Associate Administrator at North Colorado Medical Center in Greeley, Colorado and then Chief Operating Officer at McKee Medical Center in Loveland, Colorado. Michelle holds a Bachelor’s Degree in Economics from Grinnell College, Grinnell, Iowa and a Master of Health Administration from the University of Iowa, Iowa City, Iowa. She is a Fellow in the American College of Healthcare Executives (ACHE). In 2011, she received the ACHE Colorado Regent’s Award for Young Healthcare Executive. Michelle enjoys hiking, skiing, traveling and spending time with her husband, Rocky, and twin boys, Andrew and Jacob.

Anna Anders MSN, RN, CENP, Vice President & Chief Nursing Officer

Anna Anders MSN, RN, CENP, Vice President & Chief Nursing Officer

Anna holds a Master’s Degree in Nursing and Healthcare Administration from the University of Phoenix. She acquired a degree in Nursing from The University of Texas in 1991 and a Bachelor’s degree in Healthcare Administration in 2005. After a long history in management in both hospitals and home health agencies in Texas, and prior to accepting the position of Vice President and Chief Nursing Officer at Carson Tahoe Health, Anna spent several years in multiple levels of leadership, traveling across the country as a Transitional Leader. She has had roles in areas such as Medical/Surgical, Telemetry, Critical Care, Emergency Room and Mother/Baby, and Administration. Anna came to Carson Tahoe Health as the Interim Director of Acute Care Services in 2013 and was promoted to VP/CNO in July of 2014. Anna is a member of the American Organization of Nurse Executives (AONE) and is one of a small group of nurse leaders in Nevada Certified in Executive Nursing Practice (CENP). Anna is also a member of Sigma Theta Tau—Honor Society of Nursing (STTI), and serves as a Director at Large for the Nevada Nurses Association (NNA).

Allen Fink, DO, MHA, FACEP, Vice President & Chief Medical Officer

Allen Fink, DO, MHA, FACEP, Vice President & Chief Medical Officer

Dr. Fink received his Doctor of Osteopathic Medicine degree from the Philadelphia College of Osteopathic Medicine.  After completing a transitional internship at Brooke Army Medical Center followed by an Emergency Medicine residency at the Madigan Army Medical Center/University of Washington Combined program, Dr. Fink was selected as Chief Resident. He maintains Board Certification in Emergency Medicine by both the American Board of Emergency Medicine and the American Osteopathic Board of Emergency Medicine.  In 2013 he earned a Masters in Health Administration from the University of Washington and has recently completed a Health Policy Fellowship sponsored by Ohio University and American Association of Colleges of Osteopathic Medicine. A veteran of Operation Iraqi Freedom, Dr. Fink arrives here from upstate NY where he was the Chief Medical Officer for the Carthage Area Hospital and CMO / Interim COO for Claxton-Hepburn Medical Center.  His career has taken him from clinical Emergency Medicine to leadership roles as a group managing partner, Chair of Emergency Services, Elected Chief of the Medical Staff and VPMA/CMO in a large integrated health system. He and his wife, Kiersten are blessed with 9 incredible children and 4 of the most adorable grandkids ever produced, all of whom are a short plane ride away.  The Finks are self-proclaimed foodies, who enjoy cooking, experiencing fine dining and local culture, wine tasting, skiing, outdoor activities, and travel. 

Pam Puckett, MS, Vice President, Clinical Integration

Pam Puckett, MS, Vice President, Clinical Integration

Pam holds a Master Degree in Health Administration and has over 20 years of healthcare management experience. She began her career in healthcare at Saint Mary’s Health Plans (now Prominence Health Plans) where she worked for 14 years in various leadership roles, including seven years for their third party administrator (TPA), CDS Group Health. In 2008, Pam served as Director of Self-Funded Operations within Hometown Health and in 2009 she returned to Saint Mary’s to manage their health & wellness division. Pam joined Carson Tahoe Health in February 2012 as the Director of Clinical Integration for the Physician Hospital Organization (PHO). January 2017, Pam became the Vice President of Clinical Integration, where she oversees Carson Tahoe Medical Group, Urgent Care & Retail Clinics, Wound Care, Physician Hospital Organization, Diabetes Education, Clinical Nutrition Services and the Health & Wellness Institute.

Pam grew up in Carson City (Go Senators!), earned her Bachelor of Arts in English from the University of Nevada, Reno and her Master of Science in Health Administration from the University of St. Francis in Joilet, Illinois. She serves as an active member of the board of directors for Access to Healthcare Network and enjoys talking baseball with her son, golfing, supporting the WolfPack, and attending local events.

Larry Fagerhaug, Vice President & Chief Human Resource Officer

Larry came to Carson Tahoe Hospital in 2014 with over 35 years of healthcare management experience. He began his career in the Pharmaceutical industry, serving in many capacities with the Upjohn Company, Pfizer and Astellas. He brings a vast amount of experience in areas of Human Resources Management, Business Management, Executive Development, and Organizational Development. Larry has earned a Bachelor’s Degree in Biological Science, and holds a Master’s Degree in Business Administration. Previously, Larry served as the Vice President of Human Resources in Missoula, Montana and moved to Carson City in August of 2014 to serve as the Chief Human Resources Officer. Larry is a member of The Society of Human Resources Management (SHRM), and currently serves on the Governors’ Board of Workforce Development for the state of Nevada.

Ann Dahl, Vice President of Legal, Risk and Regulatory Affairs

Ann Dahl, Vice President of Legal, Risk and Regulatory Affairs

Ann Dahl holds a Juris Doctorate Degree and has practiced Health Care Law since 1995. She received her degree in Nursing and practiced as an Advanced Nurse Practitioner in Anesthesia prior to law school serving small rural hospitals in Georgia and North Carolina. She has practiced law as an Assistant State Attorney in Florida, and has represented Physicians and Nurses in Medical Malpractice cases. She managed an attorney team at Blue Cross and Blue Shield of North Carolina and she has extensive experience in Compliance and Risk Management serving as a Regional Risk Manager for the Doctor’s Company for ten years prior to coming to Carson City and Carson Tahoe Regional Healthcare as Director of Quality, Risk and Compliance in 2006. She now serves Carson Tahoe Health System as Vice President of Legal, Risk and Regulatory Affairs and oversees these areas including Compliance and Quality. In her free time Ann enjoys working and learning from her horses and Border Collies.

Mitch Watson, Vice President, Chief Financial Officer

Mitch Watson, Vice President, Chief Financial Officer

Mitch comes to Carson Tahoe with over 18 years of finance experience. He studied business and accounting at North Carolina State University and earned his MBA from California State University, Stanislaus. He began his career with Amtex, which was a supplier to New United Motor Manufacturing Inc. (NUMMI) where he learned the Toyota Manufacturing Systems and Lean concepts. Subsequently, he accepted a position with Save Mart Supermarkets and lead the finance piece of the acquisition of Albertson’s Northern California division. For the past 12 years, Mitch has served Tenet Healthcare in progressive finance roles across three different hospitals. His most recent position was Chief Financial Officer of Emanuel Medical Center in California where the hospital earned Circle of Excellence awards and was a top hospital in the Tenet system. He has also served on various nonprofit boards including the Turlock Chamber of Commerce, Interfaith Ministries and is a Deacon at his local church. Along with ensuring a financially healthy organization, Mitch values teamwork and considers quality patient care as a top priority. In his personal life, he’s a husband and father of four and is very active in his local church. In his free time, he enjoys watching/coaching soccer (especially watching Liverpool FC!) and vacationing with his family.
